I tried something similar to what you are proposing when I first started trying to clean up some of the major bugs in this program. I simply used distance from your first buildings, which presents many new challenges because proxy builds and other things can then confuse it to create false positives...

What do you think the best language would be to do this in? I actually don't have any programming experience with low-level networking, so I'm not sure which would be best.
